Microsoft is enhancing cloud computing with sovereign private cloud solutions for businesses, especially in regulated industries. These offerings enable robust data governance and operational continuity, even in fully disconnected environments. The integrated Azure, Microsoft 365, and Foundry Local architecture supports consistent, resilient experiences. Foundry Local now allows offline AI inferencing with large language models, ensuring data remains within customer-controlled perimeters. Her Majesty’s Revenue and Customs (HMRC) is partnering with SAP to modernize its core revenue systems, embedding AI for tax administration. This involves re-architecting the Enterprise Tax Management Platform (ETMP) onto SAP’s UK Sovereign Cloud. The initiative aims to unify data, automate processes, enhance efficiency, and improve taxpayer experience while ensuring data security and regulatory compliance. AWS has launched its European Sovereign Cloud, a strategic move to address data sovereignty concerns and stringent regulations. This offering stores and processes data strictly within the EU, operating separately from existing AWS regions under local EU control. With a significant investment and planned expansion to other European countries, AWS aims to maintain its market leadership while complying with European data governance standards and evolving geopolitical demands.

SAP will invest €20 billion over the next decade to expand its sovereign cloud infrastructure in Europe, including IaaS and on-premise options. The move positions SAP to compete with Microsoft and Amazon while aligning with the European Commission’s focus on technological sovereignty and AI development.
