Following the established Tier 1 powerhouses of Shanghai, Beijing, Shenzhen, and Guangzhou, 15 cities have been designated as the “New Tier 1” contenders: Chengdu, Hangzhou, Chongqing, Wuhan, Suzhou, Xi’an, Nanjing, Changsha, Zhengzhou, Tianjin, Hefei, Qingdao, Dongguan, Ningbo, and Foshan.
The ranking methodology, as understood, assesses cities based on five key dimensions: business resource aggregation, city hub capabilities, citizen activity levels, new economic competitiveness, and future potential. These factors, evaluated over the past year, provide a comprehensive view of each city’s progress.
Chengdu, since the inaugural “New Tier 1 City” ranking in 2015, has retained its top position for an impressive 11 consecutive years (through 2025).
A significant shift this year comes from Hefei, which climbed four spots, surpassing cities such as Dongguan, Wuxi, Ningbo, and Qingdao to secure the 11th position in the New Tier 1 category.
This represents Hefei’s highest ranking in the decade since the “New Tier 1 City Charm Rankings” were first published.
Beyond the New Tier 1 designation, the rankings also categorize 30 Tier 2 cities, 70 Tier 3 cities, 90 Tier 4 cities, and 128 Tier 5 cities.
