Petraeus: Drone Swarms Present Next Major Threat and Growth Area

Unmanned systems are poised to present the most significant challenges and unlock substantial growth opportunities over the next decade, according to insights shared by former CIA Director David Petraeus. He highlighted ongoing conflicts in regions like Iran and Ukraine as stark indicators of the rapid evolution in modern warfare.

Speaking at the UBS Asian Investment Conference, Petraeus emphasized the escalating role of drones in conflict zones, underscoring both the growing threat posed by unmanned weaponry and the critical imperative to bolster defensive capabilities against them.

“Much of this is going to be centered on unmanned systems and the defenses against them, which, in current scenarios, have proven to be inadequate,” Petraeus stated. “While perfection may be unattainable, substantial improvements are certainly achievable.”

The pervasive use of drone warfare across the Middle East is expected to spur significant investment in both defensive and offensive military technologies within the region.

Iran’s deployment of cost-effective Shahed drones has become a consistent feature in regional conflicts and proxy engagements. In contrast, the United States and its allies have frequently relied on more expensive interceptor missiles to counter these threats.

Public estimates suggest that the per-unit cost of a Shahed drone ranges from approximately $20,000 to $50,000, a fraction of the multi-million dollar price tag associated with ballistic or cruise missiles.

“We anticipate substantial expenditure on defenses against the capabilities demonstrated by Iran, which offers only a glimpse into the future of warfare,” Petraeus added.

He pointed out that even a limited deployment of drones has precipitated significant disruptions, including the interruption of Qatar’s liquefied natural gas production.

The former four-star general, who also commanded U.S. Central Command, asserted that the landscape of warfare is increasingly shifting towards unmanned systems. He further predicted that within approximately a year, military engagements will evolve beyond purely unmanned systems to incorporate autonomous platforms engaging each other.

Autonomous drones, operating in swarms, possess the capability to overwhelm existing defenses through sheer numbers. Their ability to communicate and adapt in real-time to dynamic battlefield conditions, without direct human piloting, marks a significant advancement.

“The prospect of facing drone swarms, for which we currently lack adequate defense, is a serious concern.”

Drawing on observations from his visits to Ukraine, Petraeus commended the Ukrainian armed forces for their remarkable ingenuity in developing indigenous drones and effectively countering Russian aerial threats. Their countermeasures include the deployment of interceptor drones and the utilization of electronic warfare tactics to disrupt enemy control networks. Furthermore, Ukraine has repurposed pickup trucks fitted with machine guns linked to targeting computers to enhance their drone interception capabilities.

Nonetheless, Petraeus cautioned that existing defensive measures, such as individual drone interception systems, may prove insufficient against coordinated drone swarm attacks.

“This scenario is truly daunting, as autonomous systems remove the constraints imposed by the limited number of human pilots required for remote operation,” he explained.

The ascent of unmanned systems, however, also signifies a substantial investment opportunity, according to Petraeus.

When queried about the segment of the defense value chain most likely to experience significant structural growth, Petraeus unequivocally identified “unmanned systems of all types.”

He further described an even more “transformative moment” on the horizon, anticipating a future where militaries move beyond deploying individual autonomous weapons to implementing what he termed “autonomous systems of autonomous systems.”

In such a paradigm, autonomous sensors would gather battlefield intelligence, feeding this data into autonomous command-and-control networks. These networks would then direct autonomous weapon systems with minimal or no human intervention.

This progressive embrace of autonomy, Petraeus noted, is partly fueled by the inherent difficulties in maintaining robust command-and-control links on the modern battlefield. In scenarios where drones and other weapon systems cannot rely on continuous communication with human operators, their ability to navigate, identify targets, and coordinate actions independently becomes paramount.

“Autonomy represents a truly breathtaking development for the future of warfare,” Petraeus asserted.

He also highlighted the role of space-based communication networks, including systems like SpaceX’s Starlink, in facilitating connectivity for unmanned platforms.

Petraeus contrasted Iran’s Shahed drones with those reliant on satellite communications, describing them as more akin to “low-level small cruise missiles” than remotely piloted aircraft.

“All of these advancements are rapidly approaching our global theaters of operation,” Petraeus concluded. “The investment implications are profoundly significant.”
