WhatsApp averages 837 million daily active users, Instagram boasts 501 million, and Facebook has 362 million users year-to-date. In comparison, Google’s YouTube has 646 million users, and Elon Musk’s X has a significantly smaller 15 million, cementing Meta’s undisputed social media leadership in the country.

However, this expanding influence exposes Meta to heightened government scrutiny concerning content moderation, market competition, user privacy, and digital payment regulations. The Indian government recently issued a strong warning to Instagram regarding the removal of child abuse advertisements on its platform, following an earlier admonition to WhatsApp concerning the rollout of a username feature. Local media also reported that India’s Ministry of Electronics and Information Technology summoned Meta’s global policy executives to discuss concerns over the company’s alleged “non-compliance with the Information Technology Rules” and the proliferation of deepfakes on its platforms, including Instagram and Facebook. During the peak protest period from July 18 to July 26, Instagram’s average daily active users saw a notable 16% year-on-year surge, reaching 531 million, as per Sensor Tower data. Over the same interval, Instagram experienced a 2.6% increase in daily active users, while Facebook, YouTube, and WhatsApp saw relatively stable user numbers.

“Content consumption has spiked on Instagram in recent weeks,” Ujjwal Chaudhry, a partner at Analysys Mason, commented to CNBC. He further suggested that as political entities increasingly embrace the platform, it will drive further adoption across older age demographics, thereby reinforcing Meta’s market dominance.

India’s internet and smartphone user base is the second largest globally, trailing only China. Over a decade ago, China’s ban on American social media and messaging applications paved the way for local players like WeChat, Weibo, and Douyin, effectively cutting off U.S. internet giants from hundreds of millions of users and significant advertising revenues.

In stark contrast, India has seen numerous attempts by local entrepreneurs to launch homegrown social media alternatives, but these have met with limited success. Consequently, the Indian market, with its vast youth demographic, presents a significant growth opportunity for U.S. tech giants like Meta, according to industry observers.

Neil Shah, Vice President of Research at Counterpoint Research, stated that Meta has “raced ahead” and is “unparalleled” in areas like social commerce, communication, and ad targeting within India. He contrasted this with Google’s strong presence in web display advertising and in-app advertising on the Android ecosystem.

“The trust and credibility that influencers lend to these [Meta’s] platforms carry substantial weight due to highly algorithmic and personalized targeting,” Shah added.

Increased user engagement is projected to fuel advertising revenue growth for Meta, with Instagram proving particularly effective in capturing digital ad spending in India. However, experts point out that India’s contribution to Meta’s overall revenue remains modest due to lower per-user monetization compared to North America and Europe.

“India represents one of Meta’s most significant long-term monetization prospects,” Kulkarni of Roth Capital emphasized, adding that strategically, India is “far more important to Meta today than it is financially.” This strategic imperative, however, also renders Meta susceptible to state actions, as its platforms have become crucial conduits for public discourse, frequently catalyzing anti-government sentiment.
